new to pc building

The XT Ultra comes with more bundles fans than the XT, which (depending on price) is probably better value, unless you have some spare.

 

I'd look into the price of the 9070 if you're thinking of a 7800 XT.

 

Would try to fit 32GB of RAM, since that'll be the first upgrade you will have to make.

 

The 7600 performs pretty close to the 7600X and includes a cooler that the 7600X doesn't have, so it can be a better buy.

Better use of your budget with more ram a better SSD PSU etc

As @Tetras said tho the 9070 and the 9070xt come out tomorrow so wait for them idealy cause they at least will let the 7000 series settle a bit more in price and if you are lucky you could grab one within budget

okay changed to the xt ultra and added on another 16gb of ram. the 7600 is 0.9 ghz slower than the 7600x, does that matter?

also not sure when the 9070 will release and will it be hard to get being new?

2 days, rumours say they have much more stock than recent nvidia launches.

The boost clock is a lot closer than that and for gaming it is only slightly slower.

It'll show through reviews but most likely yes and the 9070 should be a 500$ card not 550$ but we shall see my friend

When the 7700 XT & 7800 XT launched, AMD priced them too close and the 7800 XT was just... better. It is looking like this gen will be the same, but there are no official reviews yet.

It should be fine for 1440p.

 

You'd obviously get more performance with an X3D CPU (especially at 1080p), but they're very expensive right now.
