Then you might have to increase the budget a little.

I personally ONLY use the Corsair RMx lineup as its extremely quiet ( Never heard my RM750i or RM1000x ).  The fan has a zero FAN mode so it doesn't spin during low / medium loads so this makes it completely silent. But they do cost a bit more.

 

Seasonic Focus lineup is also pretty good.

is this for a new build or are you upgrading/replacing?
imo, most psus are really quiet, but if you want less, then you are looking for something with silent operation.
depending on your case layout, you may want to consider how your case airflow goes and supplementing the power supply with positive case pressure. in some cases this requires a bit of diy due to them being designed for the psu to have it's own intake
