4k youtube loading issues.

so to start out id like to say thanks for checking out this post. I recently built a new pc and since then i have not been able to watch 4k youtube at all. speed tests tell me my internet is pretty good(between 500-900mb/s). and task manager shows it drawing the same while testing the internet. Mean while when trying to load in a 4k youtube video im stuck right around 2.6-3.1 mb/s. its odd it feels like its not even trying or theres a missing link between me and youtube. any help would be appreciated!
