If you're upgrading, don't lock yourself at DDR4. Go for 7600x.
edit: to be honest, for the 4060 both 5700x and 7600x will be overkill. Something like Ryzen 8400f would suit it more.

Ryzen 5600 will pair well with a 4060.

 

The X3D chips are great but much more expensive, as their current price is $300.   Not what I'd pair with it.  If you could get a 5700x3d for $199 as it was before, sure.
