I am getting the same deal price on the 192gb ram(5200mhz) and 128 ram(6000mhz). I use blender, Autodesk softwares, photoshop and premiere pro and some games like cod and cs. Would I get better noticable performance with the higher ram speed or ram capacity?

First question is : how much RAM do you need ?

For desktop computing, even running multiple HEAVY apps, 64 is more than enough. 128 is overkill.
Remember: never use more (or less) than two sticks of DDR5

Well I use 64gb but sometimes I feel timeline scrolling issue in premiere pro. Though idk if that's optimization issue or it needs more ram. But i genuinely always wanted to make a 128gb ram machine.

Oh man😲 why is that? What happens if I use all the 4 slots in ddr5?

What was your old system? Unlikely that was a RAM issue. Timeline performance would come down to GPU and storage, oftentimes.

Do you monitor RAM usage (or any stats in general?)

These days, i'd suggest sticking with 96GB (2x48GB).

My current pc is running 7th gen i7 with a RoG motherboard z270e, 64gb ram(3000mhz) and rtx 3060ti.

I do monitor ram usage sometimes. Only when it hit like 75 to 80% usage I see drops in timeline scrubbing.

If you don't max out 64GB you've no real need for more, the slowdowns are likely due to CPU or GPU bottlenecking

MASSIVE instability problems. With latest gen CPUs you *might* be able to get it to boot reliably, but you're certainly not going to get any XMP profile to work.
