I don’t know what to do anymore. I’ve tried Reddit PC support forums, and I just don’t know what to do. I am just trying to play some Roblox, and it doesn’t matter what game it is—it lags. I tested to see if it was just a few games, but no, there are a lot of games doing it, and it has been getting worse and worse. I tested to see if my laptop is overheating, and it is not. I also tried to make sure it wasn’t the power plan. I tried closing down programs, and what happens is that the 12% usage will just get added to another program. I tried running sfc /scannow, but it found nothing. I also tried turning off and on my PC, but that still didn’t fix it. I am at a loss for words on what to do anymore. Could someone help me a bit, please?

My laptop’s model number: LENOVO 82XV.

simple:  you're out of resources.

Roblox is taking up 33% of your CPU. yet it's being utilized at 99%

Same for memory.  Roblox is using 3.6gb, but you're at 96% util.

You're running out of space to do stuff, and it's causing stuttering.

From what I did see a program I used to scan my pc well it was running called LatencyMon my cpu is being downclocked to 210 MHz from its max 2611 Mhz idk why that is

LatencyMon is a tool used to verify whether your computer is suitable real time audio production. It is not a generic benchmark.

The reason it causes these things is likely because it puts stress on the machine to do its thing.

It's generally not a good idea to run any benchmark at the same time as a game, since both will typically try to use all available resources.
