I have replaced damn near everything besides the cpu in my build and cant figure out why my %1 lows are so bad, I checked resource monitor and the cores are parked right. ive reinstalled windows twice, drivers twice and expo on and off and still nothing

I'd ensure temps are good, check for misbehaving process in Task Manager, run benchmarks and look at FPS graphs there and then I'd try getting a cheap 240GB SSD and running Linux. If that still doesn't work:
