From what I heard, Blacks Ops 2 is the best game in the COD franchise. Do I need to play the first black ops to understand the second one?

Campaign? Yes. It isn't required, but it will link a lot of puzzles together. 

 

Not for multiplayer though.

Counter Strike doesn't have a single player mode, so you don't need to play any of the older ones. But keep in mind that CS:GO is kind of old school when it comes to the gameplay, meaning that you can't aim down your sights on most guns and that you have brutal recoil on most of them. Counter Strike also has a pretty high skill ceiling, a steep learning curve and a fairly skilled playerbase, meaning that it can be hard to pick the game up if you never played any CS title before.

Personally I've had a lot of fun with Fistful of Frags lately, it's free on Steam and really rewarding if you're good at FPS.

No, because the multiplayer has nothing to do with BO1 multiplayer, and if you are buying COD for the singleplayer you are doing it wrong

you can pick up CSGO and call it a day. but as someone up here said the game is hard. and the "skill-cap" is kinda up there with i just made a million dollars killing people online. the game is like 10€ so its not like your going bankrupt by buying it its given me 500 hours of MM play and i'm still not bored
