Yes. That's what I'm suggesting you to do, just checking if the AIO cooler is defective or not.

Hello, I just built my new PC yesterday and I've been having issues with it turning itself off. I'm 95% sure its just the CPU just overheating as in the bios its hitting 90C instantly then climbing up to 99C. It kind of boots up fine but did not post initially, sometimes it turns on then turns off fast then I'll have to drain the power from the system and wait a few minutes then usually boots up again. However, when it's prompted to restart while windows was setting up, it just turns off and doesn't restart so not entirely sure if that's the same problem. I managed to setup windows, painfully, but after getting windows installed the PC just runs super slow so confirming its a CPU overheating issue. The CPU cooler I'm using is a corsair AIO, https://www.newegg.com/corsair-liquid-cooling-397mm-amd-am5-am4-strx4-intel-1700-1200-115x-2066-2011-3-2011-white/p/N82E16835181335?Item=N82E16835181335 . I've tried to ensure that its getting full contact and judging by the thermal paste on the CPU, it seems like its getting pressure on it. But something is clearly not working and I'm pretty stuck trying to get my CPU to actually get cooled, my first time trying to setup an AIO but 3rd PC build.

Some AIO pumps come with a plastic sticker on the bottom, did you check to remove this?

When you get to such a high temperature, are the tubes coming out of the pump warm to the touch?
If they are not then the water is not circulating and the pump is either dead or not spinning.

 

The AIO radiator should also be above the pump and not below due to you want the small air bubbles to be trapped in the radiator and not the pump itself.

If you are referring to the plastic covering the thermal paste then yes I removed that, however after turning the PC on and letting it run the radiator tubes aren't warm to the touch at all. The AIO is mounted correctly with radiator on top pump on bottom and is plugged into cpu fan slot and fan controller. No dedicated AIO_pump fan slot on mobo.

Okay.  So if the CPU temp is 90-96c and the tubes are not warm to the touch at all then the pump is not spinning and the water is not circulating.

At that high of a temp with water circulating the tubes would be noticeably warm to the touch, especially the one that is moving water from the pump to the radiator.

 

At this point I would look into trying other fan connectors.

So you're saying the pictures you posted are either outdated, or they / the PC is upside down? Because the above is CLEARLY not the case.

Why do you have your radiator upside down?

Do you have another cooler? Any could do. Try swapping the cooler and see if the temps are better. If they are actually better, maybe you need to return your AIO.

That's actually a better way to mount the radiator, compared to "downside up".

I tried using a slot next to the CPU_Fan that is called CPU_Opt and it does the same thing, but I confirmed that the pipes are vibrating fans are spinning so I do believe the pump is working. The CPU temp is actually getting up to 100C, and the tubes that are near the CPU are hot but not anywhere else. This leads me to believe I still have it mounted incorrectly somehow.

That's actually a better way to mount the radiator, compared to "downside up".

First you shouldn't put the AIO rad on the bottom, as the pump is the highest point and will trap air bubbles

Either it already has or just doesn't work, 96C in BIOS means there's no cooling at all

Can you check pump speed in BIOS ?

ummm I didn't put the AIO Rad on the bottom it's on the top? The tubes are in fact not the highest point, refer to picture. I was unable to find pump speed in bios as it just shows fans that are directly connected to mobo not showing fan hub fans. After mounting the cooler for the 3rd time I was able to decrease my temps down to 85ish in bios. While I was unscrewing the mount however, I noticed that the screws didn't feel equally tight so I tried my best to fix that and got slightly lower temps.

Ok I mis-looked at your pic and thought the AIO rad was bottom, where is it side, that's ok, sorry ! 😛

Even 85C in BIOS is absolutely not normal it should be 40C tops... Your AIO doesn't work

Is there a way to put the pump in a board header so you can check if it runs ?
