What games do you play and what is your desired resolution and frame rate?

I have a 13600k paired with a 4090 and prefer 'eye-candy' at 4k over super high frame rates so I'm usually happy with anything between 60 and 120fps where my screen tops out at.

At 4k with all the trimmings set to max, I'm usually GPU bound so the CPU is less relevant. If however, I was a CSGO fiend and wanted 1080p at 500+ fps then yeh, a better CPU like a 9800X3D would be beneficial.

Regardless, I would wait for the 5070ti. Nvidia aren't known to drop prices much ahead of a new range being launched so I don't see any 'good deals' coming on 40xx cards. At least this isn't something I've seen much of in the UK.

There's a 3rd option, but it's "a bit" above your budget, you could consider 7900 XTX or 4080 Super on discount.

What display resolution do you play on?

The 50 series are announced releasing soon, and their numbers look promising, so is their price.

The only "problem" with 50 series so far, is what "kind" of numbers they are showing, a lot of the numbers utilize the new DLSS4 upscaling technology, which is exclusive to 50-series cards.

And while this technology can at times, seemingly triple the fps, the visual of the upscaled graphics can vary.

I would strongly suggest checking out 50-series and DLSS4 to see for yourself.

Though one potential positive to 50-series could be similar if not better price than 40-series, upscaling or not, the ads promise similar to this, so I think it's worth waiting at least those few days to see the price and supply in America. (if the 50-series aren't waiting to be released in EU already too that is)

That's a decent thing to also double-check, if the PSU is good enough quality.
