So my brother asked me to help him with finding a cheap tablet he can use for Uni. I thought that be quite easy, but well I was surprised how expensive basically any tablet with pen support seems to be. Anyone got any good recommendations. I am in Europe if that matters.

Honestly, I buy old Kindle Fire tablets renewed, then use Fire Toolbox to add google play store and strip out as much AZ spyware as possible, then deploy them as single purpose devices. 
They are *trash*, but cheap and effective.
Anything else? I'd probably get a used Surface or Yogabook. Or iPad. Those things are AMAZING if you can stand the apple ecosystem

Can they be used for note taking with a pen?

If you want pressure sensitivity thats FAR more limited in selection

Okay, I'll recommend him that. As he won't draw on it, I don't think he needs pressure sensitivity.
