With your CPU you will only get maximum of x4 on your pci-e slot. You can try forcing it to that speed in the bios. Maybe reseat the card, clean the slot with some compressed air. Also look for damage on both the card and motherboard

If I'm reading the specs right, the board's PCIe 3.0 slot is limited to x4 with an AMD Athlon 3000G, so I don' think you can get x8.

 

How did you test that it's running at x2?
