My pc parts list:

MSI B660 Gaming wifi plus

RTX 4060Ti

Ryzen 5 7600x

Corsair Vengeance 64gb ddr5

Crucial P3 2tb ssd

Corsair Rm850x

So last night I finished building my first pc. When i first powered it on I noticed that the yellow ram warning led was on. I thought nothing of it and went into BIOs and enabled XMP, and set the ram frequency from auto to the frequency that it could handle (5600). After that I pressed F8 on my keyboard and I saved my changes on my BIOs and my monitor went black. I thought that was a sign that I could turn off my pc, but before I did that I stepped away for a few minutes and came back 5 minutes later shutting it off. I go to sleep and wake up in the morning powering it on and noticing that now my monitor wont detect the pc and the red CPU led as now turned on. I’m not sure where to start for troubleshooting.

Reset the BIOS, unplug the computer from wall power and remove the CMOS battery from the board for a few seconds then put it back and restart the system. Do not enable XMP or it will likely do it again.

If you are able to get back into bios after the CMOS reset you'll want to update it to the latest version, also if you could add the model of ram kit you specifically have that will help. As it may be incompatible. Unless you checked it with the QVL list for your motherboard before purchasing it?

How's your ram config? 2x 32gb? 4x 16gb?

Remove all ram sticks except one and try to start it.

If that works then update bios.

Put back the ram sticks and see if it works.

If not disable expo and put the ram speeds and such to auto.

You might have disrupted its memory training the first time around.

I will have to try this when I get home later today. Currently out running errands, i’ll be home in a few hours; most likely 6pm PST.

It’s 2x of 32gb, but i’ll try doing that once I am home.

You don't necessarily need to take anything out of the system. Shorting those pins to clear CMOS shouldn't cause any problems or be that dangerous. It's usually simpler to just remove the CMOS battery real quick though, unless it's under the GPU, then I'd recommend shorting the pins. But if the battery is easily accessible that's what I usually do.
