That is quite warm indeed.

 

That is very strange considering the 4070 is a low powered card, and even though the Ventus is a budget model the 3 fans should easily keep it cool.

 

How is the case airflow?

If you remove the case siden panel, does the temperature drop signficantly?

Currently I believe that it is a poorly designed card on the vapour chambers part as it is currently vertical.

There is enough airflow but seems to act sporadic.

I assume you've double checked the fans are both spinning up. If so, I'd suspect it needs a repad/repaste job, but it's remarkably young to need that

I would repaste. The 4070's generally didn't get the Honeywell phase change pad treatment that other models did. 

 

If it is new change, and not associated with any other recent changes that is what I would do first after ruling out orientation or mechanical problems with airflow
