Bare minimum, all you need is a video capture device with an analog input. That will get you a perfectly serviceable transfer.

Another option would be a standalone video recorder with a composite input.
If you want to get fancy, you'll need a device called a time base corrector. That will stabilize the picture coming off a marginal tape.
