"Color shift" while using GPU-accelerated applications

It is noticeable in gaming when you're the one playing, but very obvious while clicking in and out of menus or entering the start menu.This is very annoying because I recently (2 weeks ago) bought an OLED monitor to enjoy that sweet sweet lack of delay (among other things), but this all ruins it. It does happen on other monitors too and is visible in screen recording.
It happens in: video games, YouTube playback, VLC playback, sometimes in apps like Steam or Discord.
It doesn't show in: general desktop use, including Firefox on non-demanding sites (like this one).
I have attached 3 videos:
1. The Finals, entering and leaving menu (see the black borders on the menu and then the background near the cursor after I leave it) BAD
2. Start menu (on youtube) BAD
3. Start menu (on desktop) THIS is what I want everywhere
So far I've tried:
Updating Windows and GPU drivers,Checking all color settings in the Nvidia panel,
Disabling G-Sync,
Rebooting,Checking any filters, both on games and super resolution and hdr.
Might have a spin with DDU, obviously I don't really feel like reinstalling Windows to fix this.
Specs:
R7 9800x3d
RTX 3070
32GB RAMCorsair SF600
Windows 23H2

Like honestly what the hell is happening to Windows, I swear it is more broken than Linux at this point. I'm gonna switch to AMD gpus when RDNA 4 releases and just switch to Linux, #### Microsoft.
I have not yet used Windows 11 (just rebuilt and reinstalled Windows when upgrading to the 9800x3d almost a month ago) and some stuff is just plain broken.
First up: item grouping in file explorer, like holy #### I DON'T WANT MY STUFF SORTED BY TIME! I HAVE SET IT AS DEFAULT FOR LIKE 6 TIMES NOW!!! IT KEEPS DEFAULTING BACK!!
second up: auto-hide taskbar, I have it on because of the aforementioned OLED monior and every time G-Sync toggles or I turn off and turn on the monitor (to preserve life-time) it just gives some bogus error AND THE AUTO HIDE DISABLES!!!
Oh and yeah, 24H2 was straight up broken, random BSODs, games not working, I had to get an ISO off of a different site rather than Microsofts because they refuse to give out older ISOs for some reason...

Welcome to the Forums! I think it may be a monitor issue since the videos look fine on my end. If it works fine on another monitor, try RMAing the monitor and get another one.
