Nothing loading after I log into pc

When I start my pc, nothing seems wrong but when I log in every app or program I try starting gets there own window but nothing is loading, it's just 1 plain color. This has been happening for maybe 3-4 weeks but not every time I start my pc, as it is now. Previously I have been able to just press my restart button on my case and the problem is fixed but that don't work anymore.
