Budget (including currency): 1000 - 1300 USD

Country: USA

Games, programs or workloads that it will be used for: Red Dead 2, GTA 5, Modded Skyrim, Europa Universalis IV, Final Fantasy 15, Kingdom Come Deliverance, Far Cry 6, ideally GTA VI

Other details (existing parts lists, whether any peripherals are needed, what you're upgrading from, when you're going to buy, what resolution and refresh rate you want to play at, etc): Open to refurbished/used parts. Hoping to take advantage of Black Friday deals, so buying soon. I currently only use an Acer Nitro 5 AN515-44-R99Q that has been upgraded to 32 GB RAM. Keyboard and monitor are needed. I'd be targeting 2k resolution, though if 4k can work well with the budget that would of course be preferred. I've put together a rough idea with partpicker, which should be found at https://pcpartpicker.com/list/RqZf8Q.

This is my first build and I'd like a critique of what I've come up with on partpicker: whether it makes sense or if anything is incompatible, where I could maybe make cuts to reduce the cost without losing the ability to reasonably run the games I'm hoping for, recommendations of cost-effective parts I'm sleeping on, etc. Thank you for all and any help offered.

If you'd like to play at 1440p/4K, I'd get a 4070 Super or 7900 GRE rather than the 4070. There's not a huge difference, but enough that it would help.

This video gives you an idea what to expect:

The 7600 does come with a cooler so you could drop it, but for quality of life and $35, I would keep it.
