We can definitely trim some fat from it.

 

That GT710 is an easy kill. It doesn't support NVENC so it's never going to help Plex, and it's so old I wouldn't pay that kind of money for it. 

 

Your power supply and case are also more than half your budget, and the case is limiting you to relatively expensive ITX motherboards.

 

Are you willing to buy used?

 

I'd do an Intel mATX build instead, because you'd get functional hardware video encoding (Quick Sync Video) if you have Plex Pass.

 

Honestly, if you want to save a lot of money, get an off-lease small form factor OEM PC that can take two hard drives. If it's Skylake or newer, the power consumption won't even be all that bad.

 

 

You could go even older if you're willing to get a Broadwell-era workstation tower; an HP Z440 can be had for a song and it will take mountains of cheap used DDR4 server memory.

You can get an entire Skylake computer with 16 gigs of RAM for about what that power supply costs by itself.

If you're sure you only want one 3.5" hard drive, the SFF version of the OptiPlex 7040 would also work. Those are even less expensive, and they're roughly the size of the Jonsbo case, but naturally they're less expandable than a minitower.

Why not go for a Fractal Node 804 case. That's what I use for my NAS. Half the price of the Jonsbo and with way more storage space for future expansion.

 

Also, look at going Intel as their iGPUs are pretty good at HW Transcoding with Plex.

 

PSU cost is pretty high. I'm sure you can get that down a fair whack.

 

Don't be put off by the used market even for HDDs.

I'd still avoid them. Refurb drives are typically faster and cheaper, and likely are a better pick here.
