Go to Steam, click steam>settings>in game>overlay shortcut key(s)
You can change the shortcut there

Started my PC this morning, decided to play Witcher 3, entered the game and found out when i pressed Tab key it opened steam overlay.
Tried to delete the keyboard in device manager and restarting a few times, didn't seem to work. Maybe there's a way to turn off the shortcut?
