CPU or MB problem

That was only really a problem with AM4, and IMO it was a bit overblown. Most of the time it just worked, it was only really a problem on some motherboards and usually earlier BIOS versions.

This particular kit, however, might be an issue. These kits are almost always Micron based, and most AM5 motherboards don't have the proper BIOS optimizations for Micron based memory kits (though newer BIOSes are usually containing these), and almost certainly don't have the proper optimizations needed for 4x16GB setups. If it's an option, return this kit and get something else. There are plenty of cheaper kits that are plenty faster anyway. 

Built a new pc with MSI pro B650-p wifi motherboard Ryzen 9 7950x3d and 2 corsair vengeance 6000MHz 32gb kits.
With all four sticks of ram I can boot without xmp but everything randomly stutters with nothing but close to full utilization.
With ram kit A in slots 1 and 3 no boot

with ram kit A in slots 2 and 4 boot with xmp
with ram kit B in slots 1 and 3 no boot

with ram kit B in slots 2 and 4 boot with xmp

with any stick in slot 1 no boot

with any stick in slot 3 no boot

Tried 4 sticks of crucial 8gb ddr5 4800MHz cl 40 and it ran at xmp but thats the speed the corsair is running at without xmp
I am thinking it is a motherboard issue but am second guessing myself. So, CPU or MB problem?

 

Counting ram slots with closest to CPU slot 1 and farthest slot 4

Which ones specifically? They make quite a bit of these. If you can pull them out to see what the version number is as well, that would be a good idea to include.

This sounds about right. DDR5 is very sensitive to the signal integrity, and without going into the physics behind it slots 1 and 3 have significantly worse signal integrity if slots 2 and 4 are not occupied, and a lot of the time the drop in signal integrity can be bad enough that the system won't even boot at JEDEC 3600.

That's not right. Without XMP, the 4x16GB Corsair configuration should be at DDR5 3600. If it's legitimately running at 4800 stock with all 4 DIMMs installed, that's an issue with the motherboard's BIOS.

 

4 DIMMs of DDR5 is known to be a nightmare. It can work if you get the right combination of memory sticks, BIOS revision, and BIOS settings themselves it can work, but it's generlaly a lot more effort than desireable when getting 2x32 is an option.

I read a1 a2 b1 b2 and assumed a1 and b1 where primary lol

it was 3600 i had to double check i go the for dims of corsair running at 4000 by manually setting and not changing timings.

i have read (after buying of course) corsair ram doesn't always play nice with ryzen. could this also be the cause of my windows stuttering?

can you recommend some ram i should get then i want at least 64gb had 32 in old system but ran into issues do to tab hoarding and doing other stuff while gaming.
