Form what i can find there are three issues possible /sorted by how you should try them/:

1. Try USB BIOS flash to latest version

2. Try resitting the CPU VERY carefully with the exact torque specified.

3. Likely MB is faulty - try to find someone with fitting CPU or MB.

i keep getting error code 00

That's usually the motherboard not even attempting to boot up. The main causes of this are the CPU not being seated properly, the CPU power connectors not being connected fully, or the motherboard just being dead. I would double check the CPU power connectors and reseat the CPU, but it does sound like the board just up and died.

it is on the lastes BIOS ive had it off a friend and he was using it yesterday so it was working

Threadripper is known to have the CPU mounting pressure change with the outside temperature, so it's possible that if today was colder than it has been (like is possible since the northern hemisphere is moving into winter) you could have the mount stop working.

Even if you could, the 1900X is pretty slow and isn't exactly worth anything, and unless you really need the PCIe lanes you'd genuinely be better off spending your money on an R5 5600and motherboard instead.
