Screen flickering in certain programs

I’m having an issue where my screen flickers. Right now, it’s only happening in Photoshop and Blender. I believe it’s some sort of frame rate issue because if I set my refresh rate to 30Hz, the flickering stops in blender. Anyone know what could be causing this?
