Friends PC have performances issues

So my friend pc is propably just aging, benchmark I have seen run forza 5 on extreme graphics 60 is fps while my friends computer bearly handel medium. And it's like this over many games. I am planing on helping upgrading so this is more about learning what can be done without upgrading.

 

 

Specs is proprietary acer 1070 and the list in the picture.
