The power supply is pretty poor, look at something like an MSI ABN model if you need to make it fit into budget.

You can get 1TB drives for 10-20 Euros more (depending where you are)

Don't spend 100 euros on an AIO. The CPU doesn't need it, and with your budget you can't afford it

Too much. You would pay at least 100€ more than you should just for it beeing white.

A basic RTX3070 is around 220€

MSI 3070 gaming X trio are traded around 250€ which are already one if not the best cooler out there for this generation with a decent board design.

MSI 3070 surpime X isn't strictly black and more of a gunmetal colour/"grey" so it could work well in a white build for approx. 250-280€.

NVidia founder editions are also around 250€ if you want one.

Thermalright Peerless Assassin 120 in white at 40-50€.

For the looks maybe a DeepCool AK620 digital white at new 60€ or from the used market.

For the same price you could pick up 32gb used or very fast 16gb. RAM is one of those parts that virtually never fails/goes bad.

Check the used market. I saw  white LianLi O11 traded below 50€.

The saved money is propably already enough to fit the 2TB Kioxia G2 into the budget.

The Declaration of Independence, once the charter of democracy, begins by saying that certain things are self-evident. If we were to trace the history of the American mind from Thomas Jefferson to William James, we should find that fewer and fewer things were self-evident, until at last hardly anything is self-evident. (G. K. Chesterton - Aug. 14 1926 (The Illustrated London News))
