The 16pin adapter is only for Nvidia 4000 series with 12VHPWR 

For all other cards use the 8pin or 6+2 directly

Yes, you can use it.

The rtx 4080 uses the 16 pin on the gpu side (top right picture). 

As I read it the left hand plugs on the pictures goes into the PSU. If it has the 6+2 pin PCIe plug on the GPU end you can use it. it doesn't matter what the plug on the PSU side looks like

so i can safely use a single 16 pin from psu to 2 x 6+2 pin gpu pin bottom pic highlighted wire for my rx 7800xt, i want to reduce the wire clutter as this wire is sleeved and looks neat

thanks alot u r a life saver,as it is an old matx case i was a bit tight for space and this will make it a lot better, i have one more question, the mother board has a 8 pin and 4 pin eps connector can i getaway with just connecting the 8 pin ?

Yes. The extra 4-pin is basically there only for extreme overclocking of high-end cpu's
