Mobile data keeps turning on

So, I'm messing with my BFF's phone, and I'm trying to figure out what setting I need to toggle for this. She turned off mobile data last night, and in the morning it was turned on. My friend got some notification about mobile data needing to be on for security reasons. She then turned off mobile data again, and also made sure WiFi was off. By the afternoon, both had turned on again.

 

What exactly causes this?
