How old is the PSU and what model?

7800X3D would use most of the budget.

Budget (including currency): Ideal $750 canadian or cheaper, but cannot exceed $1000

Country: Canada

Games, programs or workloads that it will be used for:  Streaming and modern games at reasonable settings. current games played baldur's gate 3, detroit become human, dead by daylight, phasmophobia, borderlands 3, once human.

Other details (existing parts lists, whether any peripherals are needed, what you're upgrading from, when you're going to buy, what resolution and refresh rate you want to play at, etc):

So I live in the US and my friend in canada asked me to help them spec out a build.  They have a 3070 right now, which to me should be fine, they can re-use peripherals, power supply, and case.  It's the internals that struggle most.

With intels issues as of late, I'd really like to suggest AMD, and I was going to just go with the 7800x3d and I'm not great at shopping canadian sites, I hit memoryexperess, newegg, and amazon.ca

Found a fairly cheap but passable msi mobo for 190
https://www.newegg.ca/msi-pro-b650-s-wifi-atx-amd-b650-am5/p/N82E16813144642?Item=N82E16813144642
couple of cheap samsung 1tb nvme's for around $100 each

memory express had this 32 gb memory kit that looked alright:  https://www.memoryexpress.com/Products/MX00122266

but yeah, with the 7800x3d marked up so that it's just like $10 less than the 7900x3d (though that has the parking core issues from what I understand and my friend is very not techy so I don't want them to have to deal with that)

and just seemingly sold out everywhere, I'm not really sure where to go for decent multicore performance for streaming and decent gaming performance.  Any suggestions or if you see some major improvements or know other places to shop/get better deals without dropping to second hand, I'd love to hear.

Hard to go wrong with AM5 and 7800X3D, so your suggestions sound fine.

If they have a 3070, what's the rest of the PC? If it is really old then maybe the 7800X3D isn't necessary?

Are there are any restrictions? E.g. is the case ATX or M-ATX? What storage do they have?

I'll have to put my flak jacket on before I say this, but I'd actually take the 7900X3D if the 7800X3D has stock issues and is just $10 less. Sure, the 7800X3D does better in gaming benchmarks, but the difference is pretty small relatively speaking.

Its not even a core parking issue, but that you functionally have a 7600x3D with 6 extra non 3D cores. Most games want to use more than that, so it'll spill over more often than a 7950x3D.

Where the 7900x3D simply doesn't make sense for gaming, some professionals might find it useful though. The 7950x3D at least has an 8c 3D v-cache CCD that boosts higher than the 7800x3D which it'll out perform if you tune it properly.

1.) I don't recall the other internals but currently looking to upgrade it all, I just felt like a 3070 is still pretty decent gpu wise.

2.) the case is ATX, their current storage isn't great, they have a single 5 year old 500gb 3rd gen nvme, it's why I  suggest two gen 4 samsung one's (and one for gaming because currently they're using an external usb-c drive for gaming

3.) If it were a more tech savvy person I'd agree, but if there were any core parking issues they'd probably not recognize it or struggle to fix it.   So I'm trying to stay away from core parking cpu's

I don't recall the PSU model exactly,  the psu is 5 years old, but a 750w gold, it seemed fine.  most of their pc is fine, it's just really starting to struggle with modern titles and streaming at the same time, and seems more a cpu bottleneck than a gpu one, and I was trying to go for biggest bang for the buck cpu/mobo/ram upgrade I could do right now so later she can upgrade the gpu/power supply in a couple of years and better space out upgrades.

This is definitely what I feel like I should do, the 7700x just feels so awkwardly priced like, I do think the 7800x3d is worth it for (likely) longevitity, but it's just so hard to find right now and pricing for 7700/78/79 in canada feels really wonky right now and I'm not sure why.    As I stated up before I was sort of fine with the cpu taking most of the budget because I'm a bit more okay with the gpu being hte bottleneck right now because then in a couple of years they could upgrade it, they work as a bartender, so sort of spacing upgrades is a big plan,  it's just options feel more limited right now because with intel's struggles I'd feel really bad recommending anything of theirs right now still.  (And I don't think intel is bad, I just really don't want to recommend it to someone and they get the 1% problem or just a cpu from a bad batch that hasn't made it out of circulation yet.
