What do you mean? 
To me this just looks like a 'connection lost' symbol.

Just wanted to confirm it's not a power starvation symbol. I've seen it twice in 2 different games and I've never seen it before. Just wanted to make sure.

What were those games?

I have never heard of a 'power starvation symbol'

Its not something a game would detect.

Found a post where it was used by Rocket League to show that they had connectivity issues with the servers.

I would say its a connection problem symbol and not to do with power on your system.
