This might not only be a gpu thing so please tell me where i should post this.

My friends specs in images.

My friend recently started having problems with his pc. It started when he was going to start fc 24 and a directx error. He saw that he had old graphic drivers and updated them and the game started perfectly, only to the next day have the same problem as the day before but with the latest drivers this time (see error message in images). So we tried verify the game files and the same problem happened. We used the directx end-user runtime web installer to see if that fixed it but still nothing. We tried with older drivers and back to the newest. We watched videos on youtube and followed guides but nothing worked. So know we thought that well fc 25 releases in a couple of weeks so lets just play cs2 instead. We start a match and right away he can see that the game only picks up like 10% of the movement of his mouse. I have had the same problem before but i use a NVIDIA GPU and fixed this easy by changing NVIDIA Reflex Low Latency from on + boost to just enable and that worked. SO i said try turning of AMD anti-lag 2 to see if that would work and it did, only to realize that the game is not 4:3 anymore and now its native. He tried change back to 4:3 but the game just crash every time. so he tried turning anti lag 2 on again and now the mouse movement was normal but he still couldnt change back to 4:3 without the game crashing. We have almost tried everything without success. And i dont know if this has anything to do with this but it was almost 2 weeks ago he updated to windows 11. The only things we havent done jet is do a factory reset on the computer, go back to windows 10 and flash bios. In the directx error from fifa it says IDXGIFactory::EnumAdapters or IDXGIAdapter::EnumOutputs, the enumerated ordinal is out of range."). Gpu: "AMD Radeon RX 5600 XT", Driver 24.8.1. what does that mean? should he switch PCIE slots for the GPU or what could be the problem?
