My friend got a pc and it does start, but the screen doesn't do anything and keyboard also doesn't start.
Tried to reseat cmos, replacing ram, starting it without gpu but it doesn't work.
It has a yellow light next to the ram and I feel like that's an issue.
(The monitor is connected properly to the gpu and everything)

Please provide specifics, what motherboard model, what CPU, GPU, RAM, etc.

 

The meaning of the yellow light should be explained in the motherboard's manual, but generally that means an issue with RAM. Try booting with a single stick if there are multiple. If the board supports BIOS flashback, a BIOS update could also potentially improve memory compatibility.

I tried starting it up with one stick and same issue, also pc is second hand so no motherboard manual

As I said, yellow generally indicates a RAM issue, so if neither of the sticks works on their own, there's likely a hardware defect of some sort. If you have compatible RAM from another PC, try swapping it out to test things.

 

If it still doesn't work, then likely the boards is the issue. If it starts to work, the RAM is the issue. It's also possible that the CPU isn't making proper contact (e.g. bent pins) or that the CPU's memory controller is defective, though that's usually less likely.

I did find the manual and I didn't really find anything helpful, the ram might be defect but wouldn't the pc not turn on if it was cpu problem ?

Lights turning on etc. doesn't mean the PC is running. It just means parts are getting power.

 

It also depends on what exactly is defective. If it's the memory controller being defective or its pins not making proper contact, then the PC won't boot (e.g. can't go into BIOS etc.), but parts will still receive power, so fans will ramp up, lights will turn on etc. but it's not exactly working. Same would be the case if the CPU is fine, but the board's memory traces are defective and preventing the CPU from accessing the RAM.

 

Unless you see a POST screen, you don't really know whether the CPU is in working condition and able to communicate with the rest of the system.
