compact video editing build

I am a fairly experienced builder when it comes to gaming or general purpose computers but know very little when it comes to a video editing computer. I have a possible customer that wants a compact video editing computer to take with him  he is a truck driver and has a inverter to power the computer. I do not know much about building a good video editing rig, i dont have a price point or what type of editing software he wants to use. But i would like to get a few suggestiond in different price points if you could and i was planning on putiing it into the cooler master elite 130 or something similar in size.

right i know it is not alot to go on currently i just wanted a few ideas in all sorts of cateragories AMD, Intel, ect i know it is not going to be heavily used more like a hobby because he used to do video and audio work when he was younger.
