Only changes I have made is I sold the 2060 for $235 AUD and bought a Powercolor Red Devil 6700 XT for $400 second hand (it was barely used, think I scored a deal on Ebay with that).

I love Photography (Using a Canon 60D)

Love F1, my favourite team is Ferrari and my favourite driver is Leclerc

nothing really changed with the bios update. but ive found i get these wierd spikes in output power of GPU. today a spike went up to as high as 136 watts and the max wattage of an rtx 4060 is 125w these power spikes dont line up with fps drops or stutters tho

Power spikes are a common issue in Nvida cards. They were more prevalent and serious in the 30 series cards but they are still there in the 40 series cards. It could be your PSU being too little wattage.

since i build the pc ive had problems with stutters. i figured the stutters were a problem with the games i played: Elder scrolls online, Sekiro, Elden ring. Eso is notorius for stuttering so i cant test in that game. Sekiro had some "loading stutters" other people have them too when transitioning into a new area. Elden ring was really really bad until i fixed something bugged with the game. but now its getting worse the stutters. in elden ring i drop like 10 fps randomly. in tekken 8 there is something called fight lounge with a lot of people there and every time it loads a set of people it stutters like crazy. in the witcher 3 i keep having stutters when fighting enemies (happened in elden ring too for the first time today) i dont know if im going crazy or if there is actually something wrong. i would love some help. a note about the PSU: it does have a high pitch noise coming from it even when the PC is off. but testing power with OCCT resulted in no errors crashes or volt rails being low or anything. in HWINFO i do have a problem with power reporting deviation which dropped all the way to 80%

I was having a similar issue recently. Try rolling back your graphics driver and disabling the nvidia overlay.

i dont really have random stutters but more shader caching / area loading stutters. found out fight lounge is bugged in tekken a friend is having it too and elden ring is just broken atm for my pc idk why. i disable nvidia overlay by default and i tried 10 different drivers. i think these stutters are just a part of gaming now. some more sensative to them then others

I think this means how much power the GPU is using.
