Graphic card not working

Hi I just built my new gaming pc and I have an issue the graphics card not giving signal to the monitor its an rx6800xt red dragon, it all started when I built the computer I couldn't get to bios because I couldn't get a signal I tried all gpu and Motherbord ports (display and HDMI) and they didn't work, so then I took out my gpu and it worked I downloaded windows And all the drivers then I put the graphics card back in and tried downloading the amd driverd and it still wouldn't work, but the interesting part is that the graphics card lights up and the fans turn on but it doesn't give me a signal, I tried flashing the bios to the latest version (I went from 1.10 to 1.60 bios if that helps) pc specs: ryzen 7 7800x3d, msi b650m gaming plus wifi, xpg lancer blade rgb 6000mhz cl30 16gbx2, deepcool pn850m psu, ls520se aio and an ch370 case.
