Fresh M.2 gives error code on windows installation

Ok so the issue was something I saw in a post somewhere and it said that PNY usb sticks just struggle to install windows for some reason and when I changed USB stick to a different brand it worked perfectly. I was originally using a PNY usb stick

I keep getting this error code when windows installs about 60% of the way through:  "Windows cannot install required files. Make sure all files required for installation are available and restart the installation. Error Code: 0x8007025D". Is the bootdrive im using to install windows bad? I also just tried to clone my old drive using arconis and it just didnt work. After selecting my destination disk it would just go back to the selection tool menu.

-CPU: Intel i7-9700k

-GPU: EVGA RTX 2070 black edition

-CPU Cooler: NZXT Kraken x62

-Mobo: Asus z390-E gaming

-Ram: Corsair Vengeance RGB pro 32g @3000MHz

-Storage: Samsung 850evo 256Gb

-Storage: Toshiba 1Tb 7200rpm

-Case: NZXT H500

-Extra: NZXT Hue 2

From the post on this, it does sound like an issue with either SSD or motherboard. Try another M.2 slot. If you got any old sata drives installed in the pc, try removing those while installing windows.
