My suggestion is to install your new GPU, then if there's something your machine isn't capable of, address it then.

I'm getting a 4070 TI and currently have a Ryzen 9 5950x which will bottleneck it and as wondering what I should upgrade the CPU and motherboard to.

I want to play 1440p UW 180hz high and VR

And I found that it's a bottleneck when I searched on a bottleneck calculator

A 5900X was bottlenecking my 6950XT when I got the card so I sidegraded to the 5800X3D and it's doing great. 1440p regular.
