Please help my PC

When I turn my pc on the red debug led turns on, but after I hold power button and turn it off, and then press power button again, it works. Sometimes I have to turn off and on twice or more, or sometimes it doesn't work. I've tried reseating cpu, gpu, ram, hdd. It worked for like 3weeks and now it is back to the debug led, used to be once a day now it is evertime I turn it on. please help!

I use hibernate to turn off my PC most the time

My pc has:

i7-13700F (no overclocks)
DDR4 32GB 3200Mhz Corsair (QVL approved from MSI mobo) (XMP not enabled)
MSI Z790-P Wifi DDR4
Cooler Master Hyper 212 Black
RX6700XT Asus Dual
1TB Crucial P3
8TB Seagate Barracuda
650W PSU BX1 80+ Bronze Thermaltake

Corsair 4000D Airflow

The first things I'd try are a BIOS update, and if that doesn't work disable fast boot. There are BIOS revisions that do not like to reboot properly and it's possible that you have one of them, and if not I've seen fast boot (both in Windows and in the BIOS, disable both) give similar issues.
