If you forgo the need for an 8 core and change a few things for cost saving, you can have a decent GPU upgrade and save over $50 from your original list

You don't need 8 cores or 32GB of RAM for that

 

Edit: Extra RAM not necessary, but if it could get a stronger CPU or GPU it probably isnt worth the extra budget allocation
