so i have a large media libery and no internet conecton at my nans but i do have an old router will jelly fin work thrugh lan what i am gonna do for meta data is conect to my phones hotspot will this work

Can media be served on a LAN only? Sure. As for meta data, if you're providing it an internet connection it can be pulled, sure.

Yes, Jellyfin will work offline. Tethering off your phone to download the metadata won't use nearly as much data as streaming even a single episode of some TV show.
