Which GPU to buy

I am looking to buy a used GPU to pair with a 7500f playing at 1440p 165Hz. I got a budget of 2000PLN ~ $500, and the best I've found is this 6950xt, but I heard that the reference AMD cards kinda suck, so I wonder if it would be better to just buy a non reference 6900xt if it would be quieter, because the first card's seller even said that it has coil while. Those are some other cards I've found 1 2 3, I couldn't find the power phase info for 2 cards, only for the powercolor being 14 + 2

Way too much. The 7800XT only fits the budget, but it has worse performance. Edit: Turns out 4070 does too, but it is also worse AND has 12GB

Go for the 6900XT with the biggest cooler. It is pretty close to 7900GRE performance
