Windows Firewall Rule Error

Hello, I have run into a weird error in the Windows firewall and Google doesn't help much. It showed up out of the blue, no new antivirus, the latest Windows version, drivers, and all are the same.

The same problem and all files in all directories.

I have tried the little Google said and done all the stuff I can think of apart from reinstalling Windows (which I do not wanna do)

So any help with Windows firewall or a good third-party application that can do the work would be appreciated.

EDIT. The error window pops up when I apply the rule and NOT when I run the file

 

Error: The system cannot find the file specified

 

Status: The rule was parsed successfully from the store

Well what rule are you trying to apply and why
