Folder keeps checking 'Read-Only' on its own

Folder keeps checking 'Read-Only' on its own and it stops me from updating my games.

 

I have repaired the library in steam, manually unchecked the button and applied, I'm at a loss

no, that's not a thing, all folders on windows do this... doesn't actually mean you can't write to them...

 

 

 

also checked my steam and steam library folders... they're all "read only"...

 

So what's the actual issue,  try to explain...?

 

you cant update Steam games? 

 

WHAT'S THE ERROR MESSAGE?
