PC repeatedly turning on and off non stop

This started happening after I woke up and went to go turn my pc on. Just won’t stop turning on and off indefinitely, would like some help to try and fix it. There is also a buzzing noise when it turns on for a second, sounds like it might be coming from the PSU

What's the flashes from the rear fan ? Looks like there's a short in the RGB ??
