Download apk file but it can't install

So i wanted to download a psvita emulator for android and everything went well until trying to install it for some reason it won't install it doesn't say anything about installing it

 

Any solution

Information

Apk file i am trying to install: vita3k version 11

Android version 14

One ui 6.1 

Samsung s23 ultra
