I need help with selecting a GPU. Theses are my requirements

*I'm building a PC for coding and some gaming. Also some light video editing.

Pretty much anything NV 10 series and on will support DX12 and SM6.6 and will almost certainly have a DP out. 
As for 4K, 3080 is kinda the floor for 4k60, 4090 for 4k120

$357 and 4k native? That's kind of an unrealistic criteria for PC... Just buy a console?

 

Idk a 4060 and 7700 fit that budget and would probably be able to run 4k60 upscaled with frame gen.

But don't expect a mind blowing 4k gaming experience.

Best bet is probably a more powerful used card, and then use DLSS or FSR
