Pterodactyl panel issue

Hello, I am having a major issue I am unable to figure it out on my own so I have resorted to making a post about it since this is the only place that I know that will be able to help me out.

This is the error that I am getting when trying to allocate one of my IPs on my /27 block 

Error Event [d440fa2d-2d4c-4185-acb5-3653a948e96b]: environment/docker: failed to start container: Error response from daemon: driver failed programming external connectivity on endpoint 2ed0f53b-30cb-4bb6-b496-60c7635b463d (6c18d976d67a45f44c8216539842ad04624d92f10bee529da8c5d988a5e79cfc): Error starting userland proxy: listen tcp4 216.126.226.171:40120: bind: cannot assign requested address. I have tried going through multiple guides online and I have failed at every one. Hopefully, someone can help me with this issue as I have people waiting on getting game panels from me.
