Most air coolers can do that, the only ones youll have issue cooling with an air cooler are the 13th and 14th gen i9s

 

Regardless, id get an Arctic LF3, best bang for buck currently

should i get the Deepcool LT520 Premium Liquid CPU Cooler or Deepcool LD240 CPU Cooler

Specifically, a thermalright phantom spirit, beats NH-D15 and a lot of 240mm AIOs for $35-40, if you want to spend about $45 you can get the phantom spirit evo with upgraded fans, currently, imo, one of the best looking and best performing coolers on the market

For the record, prices tend to drop over time. Unless you are sniping a huge deal you're just wasting money.
