1. Budget & Location

My budget is 3k US and I am located in Virginia and have access to the Microcenter in Virginia 

 

2. Aim

My Aim is to build a high end gaming pc that can play everything at the highest setting possible at my budget, stream and do Video/Photo editing. 

3. Monitors

Will be using at least 2 monitors and I want to be able to use 4K monitors 

4. Peripherals

Don’t need to buy any peripherals as I have what I need for those now

5. Why are you upgrading?

I am upgrading as I don’t have a gaming PC so want and kinda need

Few questions is this a good set up and is having 2 GPU one for streaming and one for gaming good or bad ( was recommended to get to but have heard conflicting opinions on it).
 

If you think you can make a better build for me with my budget I’m all for it. All I want is it to be white themed and the tower to have a window.

It seems like latest generation AMD cards (and NV cards for that matter) are about as good as the intel cards for AV1 encoding. That being said, not many services even accept AV1 encodes, and for all other encoding, Nvidia's NVENC encoders are far better. 
I'd definitely be eyeing the 4080Super and comparing it to the 7900XTX

There's only one true 4K gaming gpu imo and that's the RTX 4090 not to mention you're going to take a hit in frame rates when streaming from the same PC you're gaming on.

No need to get the A310, 7900 XTX has a good enough AV1 encoder (AIO is not needed I just thought it looked better, but you can defo go for PA120SE ARGB)

depending on the game, the 7900 XTX is still competent

4090 is still an option, but at $1700 (about 70% more than the 7900 XTX) you're only getting around 20% better performance

The OP is going to learn that DLSS is a plus the first time he attempts to stream a AAA game while on 4K.
