Bottleneck

Zeeders

I have a i5 11400f  and a 3060ti but having issues in game stuttering. My question is do I have a bottleneck. I play on a 1080 screen 75hz

Not rlly, the cpu might be a tiny bottleneck, but it definitely shouldn't cause any stutters, the monitor is the bottleneck here imo, only playing at 75Hz with that hardware is meh

The cpu is weak for the GPU but only small like 10%maybe. you should get a better cpu maybe i7 11700k, if you can get an i9 11900k.

What game are does it stutters?

Is it only 1 game or all your games?

What do you think could be causing the stutters?

It depends, if your going for a higher CPU like the i9 it is recommended to get a better cooler.

Ultimately use your stock cooler and see if you are maintaining a good temp, if you aren't then upgrade.

Check your hardware utilisation in task manager while in game, that can give some insight as to what the limiting component is.

could be because of the lowish 1% lows,

As has been mentioned above, what %usage is both your gpu and cpu while in games that are stuttering

System specs:

CPU: Ryzen 7 7800X3D [-30 PBO all core]

GPU: Sapphire AMD Radeon RX 7800 XT NITRO+ [1050mV, 2.8GHz core, 2.6Ghz mem]

it differnt from round to round  could be 80&gpu to 65% cpu to the other way around

Possibly a slight cpu bottleneck then, but idk why it would flip so much

CPU: Ryzen 7 7800X3D [-30 PBO all core]

its mostly packet loss and burst is making games unplayable

Well you possibly dont need an upgrade then, and fixing that should be the first hill to conquer, if that becomes more stable then you should find things more easily playable and should be able to tell if you need an upgrade then

from what i can see the 11400f really shouldnt be a bottleneck

Whats your entire system specs?

Do you store games on HDD or SSD?
