Pc not loading applications

I recently got a pc and it has been working fine, but today I attempted to update the drivers for my gpu through device manager and after I did, the system became slow. The system said it had installed the driver so I restarted the system to see if that would fix the issue. When it was restarted no application will open and the only things I can access are the windows start button, but it won’t let me restart the pc or shutdown. I have to force it to restart using the power button and when it turns back on the same problem persists. How may I fix this?
